Heavy infantry warbands should be at least 32, possibly more. Warbands have extra LD for ranks, so larger than normal units work better. Warbands get auto brake if outnumber their enemy, so larger than normal units work better. Celts have no armor saves to speak of, so larger units work better to soak up the casualties and still be effective.
All skirmish types are better at 11- 13 men. That way they are large enough to absorb initial casualties and not take a panic test right away. Also, they are small enough to operate effectively and not to get in each others way.
Because "mixed weapons" means all kinds of weapons you should build your units with any combination of swords and spears. You can even mix in some slingers and bowmen in them for more variety and perhaps better look. It would be the best to have correct weapons for skirmish units like javelinmen, slingers or bowmen.
