No, 'tis an error where "4+ save" is mentioned as the criterion for reduced
movement. It's correct elsewhere (sorry to be vague but my book is in the
shed and it's chill out).
The relevant combination is Heavy Armour plus a Shield (large or small
shield) that reduces M by 1. It's the equipment, or combo thereof, that's
used not the actual save number.

Are troops with large shields and light armor supposed to have a -1 M? One
of our group pointed to the table that states infantry with a 4+ or better
save are slowed, this seems like a big change for Roman lists.
