Sorry Russ,
I'm going to have to agree with Thomas. One thing that Don Effinger always insisted on was painted armies (we would let that slide a bit) and that the figures were 25/28mm (he never let that slide). A big part of this game is the visual appeal and the tournaments tend to have the best painted armies in the whole Convention (generally speaking).
