The Breen... cruel, enigmatic, deadly.
For decades they were isolationists. Starfleet's only evidence of their existence was the rubble of settlements and debris of ships raided by Breen privateers. They left no survivors. Those not killed were rumoured to have been taken away as slaves for the Breen dilithium mines. Either way, no one who ever saw a Breen returned to tell the tale. Some people even believed they were nothing more than a myth.
Then the Dominion War came. The Breen attacked Earth. Thousands were killed, Starfleet Headquarters and San Francisco were left burning, the Golden Gate Bridge twisted and broken, like Starfleet's morale. Days later, at the Second Battle of Chin'toka, hundreds of Federation Alliance ships were destroyed by the Breen's energy-dampening weapon. After these attacks, no one was left doubting the Breen's existence any more.
Now, after years of returning to their former isolation, the Breen are stirring once more. Yet still, they remain as mysterious as ever.
