Subject: Federation activity in The Expanse
As you may remember from my last report; the Federation facility, designated Kepler Station, made a sudden appearance roughly thirty-seven light years from our borders earlier in the month. While Starfleet have assured us through diplomatic channels that this was accidental and not a push into Cardassian territory many of my colueges have doubts. After our involvement in what the Federation calls the Dominion War, many of their citizens have become increasingly anti-Cardassian. To this end it has been decided that Kepler Station should be put under constant surveillance until the true motives behind this event can be assessed. The Expanse has currently remained unexplored and we cannot afford potential resources to go to a people who are already drowning in their own prosperity. If the Cardassian Union is to rebuild after our disastrous alliance with the Changlings we must seize every opportunity we can.
Potential sources of information may include the civilians coming into the area to work aboard Kepler or the various Starships that are sure to be operating within the area over the coming weeks. It may even be possible to find members of Starfleet willing to provide us with detailed data on their plans. Caution must be taken though so for now we will stick to passive observation and see what develops. At the first sign of covert dealings we must take swift action to show we are not as weak as they believe.
