The Borg came and Starfleet responded. Then came the Dominion and Starfleet responded. Then there were the Romulan crises and Starfleet responded. All these events occurred in the 'northern ' sectors of Federation territory, taking vital assets from the 'southern' sections.
A wise man said, "Nature abhors a vacuum". The galactic south is no different. With the fleet stretched thin in these places, other individuals, organizations, and governments worked to fill the power voids. Where there was once law and strong leadership, there is now chaos, crime, and corruption. Starfleet wants to change that.
