Would somebody explain this whole Robin Cruddace thing for me? I'm pretty sure I've missed something.
 
As I understand how the system works, an I of 3 is appropriate for normal human beings, which the IG certainly are. The Sisters have always split the difference between Space Marines and IG: SM gear with IG stats, however they are have always been better shots, equivalent to IG Stormtroopers.

well, that's alright for IG. They are an army of strict commnd structure, no
one makes a move without an order. And they don't have jetpacks...

The seraphim are dedicated fast attack force (notice the word: fast). They
certainly should be on I4.
